The chief minister Mehbooba Mufti once again has reprimanded babus for their failure to install biometric attendance in the government offices, giving them a clear deadline for the compliance. The chief minister as per sources has given clear directions to the administrative heads of the government departments that installation of biometric is must for ensuring punctuality and discipline in attending offices by all functionaries, irrespective of their rank. Biometric attendance is aimed at providing hassle free and ‘leakage free’ distribution of benefits to various sections of public and to promote transparency and efficiency in the government system.
The chief minister in her recent meeting with the administrative heads has ordered that all government employees and persons drawing wages, honorarium etc, shall enroll themselves in the new system. “No salary or wages would be drawn in favour of government employees of any category during the months to come unless they have enrolled themselves in bio-metric system,” sources quoting Mehbooba as saying during the high level meet. The directions also apply to PSU employees, contractual, consolidated, casual workers or any other type of persons drawing wages in any form from the public exchequer. All DDOs have reportedly been asked to ensure enrolment in the system before May 31 and furnish a certificate along with the salary/wage Bill presented in the treasury.
The treasury officers have been asked not to entertain any salary or wage bill without it. Furthermore, the marking of attendance in the system has been made compulsory for all categories of employees and wage earners. “Inefficiency and fudging the duty hours has so far been a trademark of the government offices. There is a common notion on ground that the government employees do least work and make the common tax payers suffer at large. What is so novel about this chief minister is that she wants to change that notion and wants to create an impression that the government departments can deliver in a better way that what is being perceived about them,” said a senior official who was the part of that meeting chaired by the chief minister.
