The closure report filed by the Crime Branch with regard to probe into Common Entrance Test (CET) of the year 2010 conducted by the BOPEE is raising several eye brows in Kashmir with general masses including the student community pitching for the re-investigation of the case on the BOPEE 2012 patter. The Crime Branch after receiving notice from the court registered FIR No. 24/2013 and conducted investigation as court monitored the investigation.
However, on August 26, this year, after around three years of the rigorous investigation, the Crime Branch here submitted a closure report with regard to probe into Common Entrance Test (CET) 2010 conducted by the BOPEE. In the status report, the Crime Branch has stated that the call details of the candidates and their parents in connection with CET 2009, 2010 and 2011 were sought, saying BSNL did not provide it as the cellular company said it had no details available beyond one year.

On the other hand, there are reports of the call details and the bank accounts of the accused in 2010 case investigated by the CB. The bank details and the calls made a day ahead of the entrance exams in the year 2010 were also ascertained by the Crime Branch.
The civil society groups who want the case to be re-opened and re-investigated in a similar way as was witnessed in the BOPEE 2012 paper leak scam. After the CB probe into CET-2012, 51 accused including former BOPEE Chairman Peer Mushtaq, approver Farooq Itoo, brokers Sajad Ahmad Bhat, Muhammad Amin Ganaie and Haroon Rashid Lone were charge-sheeted in the court of Special Judge Anti Corruption Kashmir. However, against 9 minors, chargesheet was filed in court of Chief Judicial Magistrate Srinagar. The trial court has examined six out of 78 witnesses so far.
Sources said that the Crime Branch after receiving the complaints about the alleged paper leakage of the year 2010, initiated the probe in which 15 students and the parents were scrutinized. There are allegations of these students making the phone calls to Sajad Ahmad (broker who was involved in 2012 BOPEE paper leak). The phone calls have been made between 1 and 2.30 a.m. The entrance exams were scheduled on the same morning. Further there are allegations that he broker namely Sajad Bhat had received between 7 to 10 lakh in the year 2010.
The bank details of the this broker were probed by the Crime Branch earlier during which such reports have come to fore. Demanding that he Investigation officers who earlier were probing the BOPEE 2010 should be given the responsibility to reinvestigate the matter, the voices from the civil society are getting louder for more transparent mechanism in education. The civil society is raising apprehensions that the invo9lved are roaming scot-free and that the court which is the highest seat of Justice in the state must intervene at an earliest. Several students and parents have said that they have full faith in the institutes of justice but the state government’s non- serious approach is acting as a spoilsport in the entire process.

In the petition which is likely being submitted before the court of law in near future says that he case cannot be closed merely on the basis of lack of call details or the non- cooperation of the cellular companies. They have stated that various investigation officers who earlier were investigating the issue have been, under routine course, transferred from their positions and that the vital findings of the case should not be out rightly ignored. The groups who seek re-investigation into the case have stated that they uphold the verdict of the honourable court and do not the integrity and crime branch’s impartial way of working but are pleading to re-investigate the case based on the earlier findings.
