The government here from the state exchequer has spent around 19 crore rupees during the past three years to check the graft and scams taking place during the tenure of current dispensation. The details available informed that more than six crore, thirty lakhs and sixty six thousand rupees have been so far spent as the expenditure borne by the Jammu and Kashmir State Accountability Commission (JKSAC).In the year 2010-11, more than 85 lakh rupees are being shown as the expenditure.
During 2011-12, one crore seventy three lakhs were spent by the JKSAC. In 2012-13, the expenditure took a leap and reached more than two crore and six lakh rupees. During the financial year of 2013-14, one crore and sixty four lakh rupees were disbursed from the state exchequer as the expenditure borne by the commission in the investigation of the scams and frauds in the government. In 2011-12,it reached 207.77 lakhs. During the financial year of 2012-13, the expenditure borne by the commission was 228.09 lakhs and during the year 2013-14, the commission has spent 181.54 lakhs. Hence the total sum spent by the commission was 731.32 lakhs in past three years. The Jammu and Kashmir State Electricity Regulatory Commission (JKSERC) has shown the expenditure of more than four crore and fifty eight lakhs during the past three years. Rupees 83.96 lakhs was the expenditure borne by the commission in 2010-11.
During the financial year of 2011-12, the government has to spent more than one crore and 33 lakhs over the functioning of the JKSERC. Rupees 111.27 was the amount spent by the commission during the year 2012- 13 while as it was more than two crore and 29 lakhs in 2013-14 The details maintained further that 79.06 lakhs were spent by the Jammu and Kashmir State Vigilance Commission (JKSVC) so far and that out of total 1083 complaints of corruption received by the Commission, 831 cases are still pending. Reliable sources in the state vigilance commission said that out till date the commission has received 1083 complaints out of which 250 have been disposed and 250 are under investigation.
It was informed further that more than 590 complaints are pending without being looked into or investigated. The reason provided by the commission over this delay was the scarcity of the staff in the SVC. Sources informed that the commission intimated to the government that 82 posts need to be filled for the commission’s smooth functioning. The cabinet rejected the file- stating the number is too high and the same needs to be reduced. The commission went back to the government this time with 74 posts but till date no action has been taken.
