The re-cycling of the militancy is emerging as serious trend in Kashmir valley with the fresh cases of the former militants joining the active ultras once again in Kashmir are piling up. After the series of attacks carried out by the militants in Sopore the restive town of north Kashmir, the former militants now leading a normal life are continuously being contacted by the active groups in a bid to bring them back. There are even reports that letters are being dropped at the homes of the former militants- asking them to resume the activities that they have abandoned since years earlier. Such a situation is not only sending shock waves across the security grid but is also making the helmsmen to remain on tenterhooks to cope up with the situation.
“The measures need to be taken at present have to be serious and effective. Constant vigil at the ground situation is the need of the hour and if somehow any non- serious approach is adopted, it would have dangerous repercussions,” sources privy to this development said. It was informed further that if the re-cycling of 0militancy in Kashmir is allowed sans combat measures, it could bring back the entire situation to that of the 1990 when violence in dominated this himaliyan region. Meanwhile, some of the former mil- itants in Sopore have started migrat- ing from their native areas in a bid to stay away from the present situation. “There are cases in which these per- sons have been directly contacted by the militants.
They have been told to rejoin the rebel groups which they have left years ago. Police directly cannot stop such an activity as same would compromise the security of these people along with their families. However, a vigil is being maintained so that the situation would not slip out of our hands,” one of the official said. Reports informed that the government has asked the police on ground to keep an account of released mili- tants particularly those who have been released in the past one year. Police has further been asked to monitor their activities. “There is a complete track record of the former militants with the police. Their activities are constantly being monitored. There- fore if any recycling takes place, it shall be foiled sans any delay,” sources said.
Over the issue there are reports with the intelligence agencies that militants have very less manpower at present in Sopore and that they want to recruit more people.
As per a recent police census, presently, local terrorists outnumber foreign militants. Until now, north Kashmir was the traditional base of militants in the valley, owing to the feeder route of infiltration from Pakistan. However, presently, out of 33 youth who joined militancy till June 2015, 30 were from south and three from north, with none from central region of Kashmir.
Besides that, the militant outfit HizbulMujahideen is in revival mode, sources said ,adding that a constant track over the develop- ments taking place within the out- fit is being kept. Reports inform that the funds being drifted from the centre to the state of Jammu and Kashmir would be enhanced due to the abrupt increase in the violence related incidents in the state. After several years of relative peace, from the year 2013, there has been an increase in terror-related incidents in the Valley, with majority of them occurring in South Kashmir and marked by participation of local youth. This trend of local youth joining the militant ranks acquired vigour since 2013, ush- ering in a peculiar trend in the militant dynamics of Kashmir.

However, presently, out of 33 youth who joined militancy till June 2015, 30 were from south and three from north, with none from central region of Kashmir. While the total number of mili- tants is still the largest in north i.e. 69, only 25 of them are locals. The south, which has 60 militants, has only local presence. A top home official in the state said that the upward trend being witnessed in militancy shall re- quire more logistic support from the centre and that the hi-tech ma- chinery to thwart the militant ac- tivities is needed. He added the JK government has already apprised the union home ministry about the assistance needed by the state police for maintaining tranquillity in the Himalayan region.
Another worrying aspect for the security agencies operating in Kashmir is the increase of militant supporters among masses. The recent incidents werein thousands of people have attended the funeral procession of militant commanders of Kashmir have led many experts to belief that the trend could lure further youth to tread the militant path.
