The selection list of the candidates for the posts of Class-IV in the secretariat sub-ordinate service, advertised vide notification number 01-GAD of 2014, dated 27-06-2014, which was published in the local dai- lies on Saturday makes a surprising revelation. The candidate with the 92.12 percent has topped the list while as the cut off point was witnessed at 88.24 percent. Such a serious trend has not only put the entire system in the state in a turbulent situation but has also unmasked the claims of the previous dispensation of providing employment opportunities to the state youth. Sources within the state dispensation revealed that as the adver- tisement for the class-IV post was out last year, there were thousands of boys and girls possessing post graduate degrees applied for the posts. Reports in- formed that the applicants were hav- ing distinctions in their degrees with some toppers in class 10 and 10+2. “It was no less than a humiliation for the entire system. It really putted us in a difficult situation.
The post of a Class- IV cannot be given to a post graduate with high ranks and marks,” sources said, adding that later it was decided to accept applications from those can- didates only who posses 10+2 quali- fications and rejecting those who are over qualified for the post. “We again were caught be- tween the devil and the deep sea when we witnessed that again thousands of post graduates came up with the ap- plications, mentioning their respec- tive qualifications not more than class 12th. We caught them immediately as they had more than 90 percent marks in 10+2. The candidate with such promising ability could have drop outs later. But we had no option but to ac- cept their applications as per the laid down procedure,” one of the senior of- ficials while pleading said. Now, when the final selection list is finally out, it reveals how many prom- ising candidates have applied for the Class-IV jobs.
“Now, therefore on the basis of performance in interview, coupled with the weight- age of the academic merit, the selection list is hereby notified,” reads the GAD’s notification on Saturday. As the previous surveys had already alarmed about the rate of un- employment increasing at a dreadful speed, the inaction of the government is taking toll among the jobless youth of the state. As experts have ringed the alarm bells that such a situation could lead to a disaster in future, no concrete measures seem to be in the offing from the government.
The recent economic survey had already claimed that number of post graduates who are jobless in JK is more than sixteen hundred. These PGs have science streams including biotechnology, botany, physics etc. 3567 post graduates of are jobless. They have degrees in English, Urdu, Political Science etc. The figures reveal that in valley there are more than 29034 graduates who are unemployed and in Jammu province the number of job- less graduates is 12426. The details in- form that Kashmir division has 46703 people jobless who have passed 10+2 in various streams while as in Jammu the number is 27212. The survey details inform further that more than four thousand five hundred registered degree holders of engineering jobless in the state are yet to find their livelihood while as the number of unemployed diploma hold- ers is more than eight thousand five hundred.
