In contrast, the number of vacancies, both gazetted and non-gazetted, filled by the Government during past three years starting 2008 has been 29,797. At a time when the number of jobless youth have touched the figure of six lac, the inaction of the government to end crises has become a worrisome for the aggrieved youth of the state. Government till date has not taken a single initiative to fill the vacant posts on fast track basis, that could on one hand had a tendency to put lid over the dearth of the man power but would have accorded thousands the livelihood.
Even though the much hyped new recruitment policy is becoming a flop show with no details of it being made public. There is still chaos and confusion within the establishment over its implementation. There are thousands of posts lying vacant in the most vital departments of the state including education, health and public works. Reports informed that even at present, there are at least 5250 ga- zetted posts lying vacant while the number of vacant non-gazetted posts have swelled up to 35,694, apart from 11350 class IV vacancies. The Government has also not filled 43000 vacancies of daily wagers as they sit in hunger strikes. Though the finance ministry has assured the aggrieved daily wagers of a comprehensive pol- icy over their regularisation, sources said not more than 3000 to 4000 of these daily rated employees shall be regularised.
While 6026 recruitments were made by the Public Service Commission during the period, around 20241 posts were filled by the State Service Selection Board during the time. Another 3530 class IV appointments were made from 2009 to 2011.
Reports maintained further that there are 10000 daily rated employees engaged in Power and PHE/Irrigation and Flood Control Departments, 8000 engagements are in Rural Development Department, 6000 each seasonal/casual engagements in Public Works and School Education departments, 2000 and 1000 laborers absorbed in Floriculture and Forest Departments. Recently, government said that that it has referred 4313 non-gazetted vacancies to J&K Services Selection Board (SSB) out of which 3735 posts have been advertised so far. The SSB after processing the application forms received from the aspirants, is going to conduct written examination for all the posts, an official statement said. Such a bizarre move of recruitment that too when there are at least one lac posts vacant making the jaws dropped by many who wonder what is stopping government from ending unemployment crises.
